On 30 June it developed as Potential Tropical Cyclone Five and on the following day it was upgraded to Tropical Storm Elsa. On July 2 at 1145 UTC Tropical Storm Elsa intensified and became Hurricane Elsa, passing near Barbados, Saint Vincent and the Grenadines and Saint Lucia, spreading hurricane-force winds and tropical-storm-force winds over these countries.
